The large red dot (filled circle) painted over Text 1 suggests either an attempt to emphasize (make more visible) or conversely, to obliterate, cover up the earlier mark.

Commentary
The two marks with a bit of space between them appear alphabetic (roughly tau or gamma and pi), but if so, they are carelessly cut, with the horizontal of tau cutting across the top of othe vertical rather than resting on top it; the verticals of pi are not parallel, and the horizontal extends beyond the verticals to the left and right, while the left vertical extends up beyond the horizontal.
